Louis Starr is an Energy Codes and Standards engineer. His role at NEEA is to develop and implement codes in the four state areas of Washington, Oregon, Idaho and Montana as well as work to influence national energy efficiency standards for equipment developed by the Department of Energy.
In addition to working on energy codes and standards, Louis works with initiative managers to provide technical assistance and to align codes and standards development with initiatives. He is a professional engineer that has worked in commercial HVAC for the last 17 years and prior to working at NEEA Louis performed a number of energy audits for navy bases, GSA facilities and universities.
Louis is a Certified Energy Manager (CEM), LEED AP O+M accredited professional and Certified Commissioning Professional (CCP). He is a member of ASHRAE, Association of Energy Engineers, Oregon Association of Professional Energy Managers (APEM), and the Building Commissioning Association (BCA). Louis graduated with a Bachelor in Mechanical Engineering from Oklahoma State University specializing in HVAC. In his spare time he enjoys hiking and being outside, along with relaxing at coffee shops and playing his guitar.
