NEEA is not required to comprehensively evaluate proposals not related to its mission or goals.
NEEA is under no obligation to select any proposal that results from this solicitation and may reject any proposal in its sole discretion at any stage of the review process. NEEA may alter and stop the unsolicited proposal process at any time without notice. NEEA is not responsible to reimburse any party for the cost of preparing a proposal for submission.
