Request for Proposal: Luminaire Level Lighting Control Program Implementation

NEEA is seeking qualified contractors or team of contractors to provide implementation services for NEEA’s Luminaire Level Lighting Control program (Program) for a two-year term the possibility to extend the term for an additional two years at NEEA’s sole discretion.

The LLLC Program’s Market Transformation efforts are designed to overcome barriers to the adoption of LLLC in the commercial and industrial lighting market so that the majority of lighting products come with embedded sensors and controls as the default option.

The selected contractor for this Implementation Services RFP is expected to collaborate closely with NEEA staff and the marketing contractor, as the Program objectives will require effort from all parties and seamless coordination on planned activities.

The selected contractor for this project will work with NEEA staff to design and implement strategies to engage the market and accelerate the adoption of LLLC. NEEA seeks support for the following areas of work:

  1. Program Management
  2. Regional Sales Channels Engagement
  3. Education of Lighting Designers, Engineers and Installers
  4. Value Proposition Promotion
  5. Support for Collaboration with National Stakeholders
  6. Sales Data Analysis

All correspondence regarding LLLC Implementation should be directed to Jesse Largent, Program Coordinator (JLargent@neea.org). Intent to respond forms and bidder questions for clarification are due February 28, 2024. Proposals are due March 18, 2024.

Please note that the purpose of this RPF (#52771) is to solicit proposals from qualified contractors to provide implementation services for NEEA’s LLLC Program. A separate RFP (#52782), issued simultaneously, seeks qualified contractors to provide marketing services for the Program.
