Request for Proposal: Luminaire Level Lighting Control Program Marketing Activities

NEEA is seeking qualified contractors or teams of contractors to provide marketing services for NEEA’s Luminaire Level Lighting Controls (LLLC) Program.

The LLLC Program’s Market Transformation efforts are designed to overcome barriers to the adoption of LLLC in the commercial and industrial lighting market so that the majority of lighting products come with embedded sensors and controls as the default option. NEEA has identified the need for marketing services to increase decision-maker acceptance of the LLLC value proposition and influence leading lighting designers, engineers, and installers to include LLLC in their business practices.

The selected contractor for this Marketing Services RFP is expected to collaborate closely with NEEA staff and the implementation contractor, as the Program objectives will require effort from all parties and seamless coordination on planned activities.

The selected contractor for this project will design and implement marketing strategies to engage the market and accelerate the adoption of LLLC. NEEA seeks support for the following areas of work:

  1. Program Management & Marketing Strategy
  2. Marketing Engagement
  3. Marketing Materials & Content Development

NEEA encourages respondents to bid and provide proven and creative solutions. All correspondence should be directed to Alexa Hujik, Program Marketing Coordinator (AHujik@neea.org). Intent to respond forms and bidder questions for clarification are due February 28, 2024, and proposals are due March 18, 2024.

Please note that the purpose of this RPF (#52782) is to solicit proposals from qualified contractors to provide marketing services for NEEA’s LLLC Program. A separate RFP (#52771), issued simultaneously, seeks qualified contractors to provide implementation services for the Program.
