Request for Proposals - BetterBuiltNW Technical Training Development and Delivery

The Northwest Energy Efficiency Alliance (NEEA) seeks a qualified contractor to develop and deliver residential new construction trainings to builders and other key audiences on behalf of NEEA’s BetterBuiltNW program. BetterBuiltNW is committed to accelerating the adoption of the most energy-efficient building practices in residential new construction and is a trusted resource for builders, raters, and other market actors.

The selected contractor will deliver a training program that meets the following objectives:

  • Educate and build skillsets of the residential building industry on a selection of NEEA-identified high-performance, energy-efficient products and building practices.
  • Help the new construction market understand current state energy codes to bolster energy code compliance throughout the Northwest Region, especially in areas with high rates of new construction, but not excluding rural zones.
  • Increase BetterBuiltNW’s stakeholder engagement and relationship development of local builder and rater and verifier markets, local jurisdictions, utility programs, and home certification programs.
  • Increase equity in how, and to whom, BetterBuiltNW trainings are provided and consider how audiences are reached, who is being engaged, and how trainings are delivered. Additionally, increase breadth of who benefits from high-performance homes by building an inclusive training program in disinvested and rural communities.
  • Build consistent method of measuring impacts of training programs throughout the Northwest Region through development of Northwest Region-wide training surveys. Incorporate feedback and recommendations from NEEA’s recent Codes Market Progress Evaluation Report for future training program improvements.
