The Northwest Energy Efficiency Alliance (NEEA) is soliciting proposals to provide evaluation services supporting NEEA’s two commercial Heating, Ventilation, and Air Conditioning (HVAC) programs: High-Performance HVAC (defined as the very high efficiency Dedicated Outside Air System approach) and Efficient Rooftop Units. The Request for Proposals is for the completion of an evaluation study and report for each program. The selected contractor will work with NEEA, on behalf of NEEA funders, to create a viable study design meeting three objectives:
- Provide timely and actionable formative evaluation findings and recommendations to enable continuous improvement of the programs;
- Provide summative evaluation by assessing market transformation progress as measured by program Market Progress Indicators; and
- Qualitatively assess program influence on observed market transformation.
NEEA encourages individual and joint proposals (two or more firms partnering to carry out the full scope) from all firms with relevant experience in quantitative, qualitative, or mixed-methods study design.
Intent to Respond is due March 1, 2023. The deadline for submitting written proposals is April 21, 2023.
