Request for Proposals: Washington State Residential Energy Code Support

The Northwest Energy Efficiency Alliance (NEEA) is soliciting proposals from qualified vendors to provide training, education and technical assistance for NEEA’s Washington State residential energy code support efforts. Training and educating market actors and stakeholders is a key activity of NEEA’s Codes and Standards program to further progress building energy codes in the Region.

The selected contractor(s) will provide technical support on the Washington State Energy Code Residential Provisions (WSEC-R). Activities will include developing code proposals, providing technical assistance to address WSEC-R code questions, and delivering training and education to a broad range of Washington residential building codes stakeholders.

NEEA is soliciting proposals for program support in three Areas of Work. Bidders may respond to more than one of the Areas of Work listed below.

  1. 2021 Washington Residential Code Change Proposal Development and Technical Support
  2. 2018 Washington State Energy Code Residential Provisions Technical Assistance
  3. 2018 Washington State Energy Code Residential Provisions Training and Education

NEEA encourages proposals from all firms with relevant experience, who demonstrate a thorough understanding of Washington State Energy Codes, and from teams of experienced contractors with a track record of working together to meet or exceed the goals of assigned programs and/or projects.

Intent to Respond form is due electronically by 5pm Pacific Time, December 2, 2020. The deadline for submitting written proposals is no later than 5pm Pacific Time, December 21, 2020.
