Request for Proposals: Luminaire Level Lighting Controls (LLLC) Market Progress Evaluation Report (MPER)

The Northwest Energy Efficiency Alliance (NEEA) is soliciting proposals to provide market research and evaluation services supporting NEEA’s Luminaire Level Lighting Controls (LLLC) Program. This RFP is for conducting the first “Market Progress Evaluation Report” (MPER) for the Program.

The primary goal of the work is to evaluate the Program’s progress in driving market change leading to increased LLLC purchase and installation. Other goals include suggesting refinements to the Program’s market change strategy and plan for tracking market progress.

The selected contractor will work with NEEA, on behalf of NEEA funders, to create a viable study design meeting three objectives:

  1. Review the LLLC MT Theory, Program Logic Model, and MPIs to assess their clarity and alignment in conveying (1) the Program’s strategy and planned activities to overcome market barriers and drive market changes that will increase LLLC adoption; (2) NEEA’s proposed approach for evaluating LLLC market progress.
  2. Conduct the first year of tracking MPIs (see Appendix C) to lay the groundwork for year-over-year evaluation, and report progress on several near-term outcomes. In addition, conduct limited additional research on market change related to other Networked Lighting Controls (NLC) and whether NEEA is having influence.
  3. Identify commercial and industrial (C&I) building types and circumstances that are best suited for LLLC and/or non-LLLC NLC systems, and why.

NEEA encourages individual and joint proposals (two or more firms partnering to carry out the full scope) from all firms with relevant experience in quantitative, qualitative or mixed-methods research.
