The Northwest Energy Efficiency Alliance (NEEA) is soliciting proposals for the first market progress evaluation report (MPER) of the Retail Products Portfolio (RPP) program. The goal of the research is to inform program strategy and measure progress toward the outcomes documented in the RPP logic model.
The selected contractor will work with NEEA, on behalf of NEEA funders, to create a viable study design meeting four objectives:
NEEA encourages individual and joint proposals (two or more firms partnering to carry out the full scope) from all firms with relevant experience in quantitative, qualitative or mixed-methods research. NEEA is particularly interested in proposals from firms with prior experience conducting research in the consumer products retail market.
Intent to Respond is due Oct. 22, 2020. The deadline for submitting written proposals is Nov. 10, 2020.
