Request for Proposals: Extended Motor Products Market Progress Evaluation Report #2
NEEA is seeking qualified contractor(s) to conduct the second Market Progress Evaluation Report for its Extended Motor Products program.

The Northwest Energy Efficiency Alliance (NEEA) is soliciting proposals to provide evaluation services supporting NEEA’s Extended Motor Products (XMP) program. The Request for Proposals is for the completion of the XMP program’s second Market Progress Evaluation Report (MPER). The results of the study will provide direction to the development and implementation efforts of the XMP program team and inform tracking of Market Transformation metrics related to program activities and outcomes. The selected contractor will work with NEEA, on behalf of NEEA funders, to create a viable study design meeting two objectives:
- Building on the results of XMP MPER #1, conduct the second cycle of tracking Market Progress Indicators, and report progress on near- to mid-term outcomes.
- Conduct formative evaluation of market actor perceptions and attitudes regarding the Hydraulic Institute’s Energy Rating label, especially as pertaining to trust and perceived relevance.
NEEA encourages individual and joint proposals (two or more firms partnering to carry out the full scope) from all firms with relevant experience in quantitative, qualitative, or mixed-methods study design. NEEA is particularly interested in proposals from firms with prior experience conducting research and/or evaluation related to motor-driven systems, with an emphasis placed on clean-water pumps and circulators.
Intent to Respond (required to responses to bidder questions) is due July 3, 2025. The deadline for submitting written proposals is August 8, 2025.
