Request for Proposals: High-Performance HVAC Program Implementation Support

The Northwest Energy Efficiency Alliance (NEEA) is soliciting proposals to provide implementation services supporting its High-Performance HVAC program. The selected contractor will work with NEEA, on behalf of NEEA funders, to deliver the following program activities:
- General strategic guidance, market scanning for collaboration opportunities and ad hoc technical support.
- Development and implementation of a market engagement strategy with a goal of increasing awareness, understanding, and favorability of the HP HVAC system design.
- Technical review and coordination of incoming project incentive applications, confirming program compliance.
- Strategic guidance, design, and coordination in support of the Program’s goal to increase representation of hydronic heating & cooling systems.
NEEA encourages individual and joint proposals (two or more firms partnering to carry out the full scope) from all firms with relevant experience. NEEA is particularly interested in proposals from firms with a strong understanding of the commercial HVAC market and experience executing a market engagement strategy with a focus on commercial HVAC designers, specifiers, building operators, and owners.
Intent to Respond (not required) is due July 11, 2025. The deadline for submitting written proposals is August 18, 2025.
