The Northwest Energy Efficiency Alliance (NEEA) contracted with Ecotope, Inc., to review the Alliance Cost Effectiveness (ACE) model for the Ductless Heat Pump (DHP) program. For the report, Ecotope focused on reviewing: 1) how the ACE model incorporates recent Regional Technical Forum measure updates for DHPs; 2) the appropriateness of the ACE model’s approach to climate zone weighting for local programs, and; 3) the extrapolation method used to estimate DHP total sales. This memo outlines conclusions and recommendations by Ecotope to update and improve the accuracy of the DHP ACE model’s savings forecast.
