2023 Review of Key Assumptions for Luminaire Level Lighting Controls

The Northwest Energy Efficiency Alliance (NEEA) contracted with Cadmus to conduct a review of key assumptions underlying the savings and cost effectiveness calculations for its Luminaire Level Lighting Controls (LLLC) program. The research objective for this study was to review the values used in estimating control savings for LLLC sold in the region. Additionally, the study sought to determine which lighting controls were required by regional building codes and the saturation of lighting controls in existing buildings.

For the study, Cadmus reviewed secondary data sources to create recommendations on NEEA’s approach for estimating potential energy savings from its LLLC program. Findings indicated that NEEA’s current values used to estimate control savings for LLLCs do not require significant changes.
