In fall 1996, the Northwest Energy Efficiency Alliance (the Alliance) began sponsoring the Building Operators Certification (BOC) venture operated by the Northwest Energy Efficiency Council (NEEC).This Final Evaluation Report responds to a request by the Alliance to address eight points regarding the progress of the BOC venture as implemented in Washington State by NEEC in 1997.
