The Northwest Energy Efficiency Alliance (NEEA) contracted with NMR Group to conduct research in support of NEEA’s Commercial Code Enhancement (CCE) program. The objective of the research was to learn how to effectively communicate with key market actors to increase the likelihood that targeted and vetted code proposals generated by the CCE program will be adopted and, once adopted, effectively implemented into real-world building practices. The primary focus of the research was directed at designers/specifiers, with some additional focus on builders and owners. The research incorporated both qualitative and quantitative methods and was conducted during the first and second quarters of 2019. The research provided communication guidelines to the team which included breaking the strategy into two phases (pre-code and post-code adoption), identifying and linking target groups to the adoption phase, and creation of communication objectives for each group in each phase.
