This report is an evaluation of NEEA’s participation in theCommercial Unitary Air Conditioners (CUAC) standard published by the Departmentof Energy on January 15, 2016 conducted by TRC Energy Services (TRC) in2018. The evaluation assessed NEEA’s efforts to help establish the CUACfederal standard. The objectives of the study were to qualitatively assess NEEAactivities to help establish the CUAC standard and quantitatively assess thecombined influence of all energy efficiency stakeholders on the energy savingsfrom the adoption of this standard.
TRC collected data via a literature review andconducted interviews with a variety of stakeholders that were involved in theadoption of this standard, including NEEA staff, energy efficiency stakeholdersand manufacturers. TRC found that NEEA engaged in the following activities insupport of the development and adoption of this standard: negotiations withmanufacturers, public meeting participation, analysis of rulemaking documents,and collaboration with efficiency stakeholders. TRC estimates that 19% of thetotal savings that will result from the CUAC standard were due to efforts ofNEEA and the efficiency organizations.
