The Northwest Energy Efficiency Alliance (NEEA) engaged Apex Analytics in 2024 to evaluate what impact, if any, NEEA had on the updated ENERGY STAR Windows, Doors, & Skylights Version 7.0 specification. This evaluation considered both NEEA’s formal engagement in the specification review process and NEEA staff members’ engagement with the market more broadly.
Apex Analytics interviewed NEEA staff members, Environmental Protection Agency staff, and members of the Partnership for Advancement of Windows Solutions (PAWS) collective to address the research objective. In addition, Apex Analytics conducted a detailed review of secondary documentation (including formal letters and responses) in the winter of 2024. The study found that NEEA, along with the PAWS collective (facilitated by NEEA at the time of the specification review), successfully garnered support for the proposed standard improvement. And, that by engaging a wide range of industry stakeholders, including manufacturers, NEEA played a crucial role in guiding the effort to align the industry in support of the final adoption of the Version 7.0 specification.
