This is the second in a series of market progress evaluation reports (MPERs) on the Northwest Energy Education Institute (“the Institute,” or NEEI). To meet the needs of decision-makers of the sponsoring organization, the Northwest Energy Efficiency Alliance, it focuses on the Institute’s place in the Alliance program portfolio. In particular, the report speaks to the sustainability objective described in initial plans for the Institute and the appropriateness of that objective for a program of this type.
