The Northwest Energy Efficiency Alliance (NEEA) contracted with Cadeo and Research Into Action (the team) in October 2016 to complete the third Market Progress Evaluation Report (MPER) of its Heat Pump Water Heater (HPWH) Initiative. The overarching goal of the initiative is to create a federal standard for electric water heaters greater than 45 gallons to have a coefficient of performance (COP) of 2.0 or better.
