This report documents the results of a study conducted by the American Council for an EnergyEfficient Economy (ACEEE) for the Northwest Energy Efficiency Alliance (the “Alliance”). The study’s primary purpose is to analyze a range of technologies and practices, collectively referred to as “measures” for their potential as regional market transformation initiatives.
