The Northwest Energy Efficiency Alliance (NEEA) contracted with TRC to review its approach to standardizing television sales and specification data, as well as several calculations supporting savings from energy-efficient televisions for comprehensiveness and accuracy. Methods included a focused review of current literature and utilizing technical expertise to assess NEEA’s available datasets and calculations.
TRC found that NEEA’s approach to data standardization, as well as its key assumptions, were valid and appropriate. They also recommended that NEEA consider taking the following actions to strengthen their approach and assumptions: a) evaluate the market share and potential savings impacts associated with televisions that meet the Television Manufacturers’ Voluntary Agreement but may not meet ENERGY STAR® Version 9.1 standby mode requirements (≤ 1 Watt), b) conduct an additional quality check on data cleaning to help refine how televisions lacking complete model numbers are assigned technical specifications, and c) rely on ‘reported’ on mode power usage in California Energy Commission’s test data, rather than applying an additional energy usage margin, to maintain consistency with ENERGY STAR Version 9.1 compliance treatment. NEEA’s market and data analysts will review this information and consider recommendations for further action.
