Request for Proposals: 2027 Residential Building Stock Assessment
The Northwest Energy Efficiency Alliance (NEEA) is seeking qualified contractor(s) or teams of contractors to conduct the 2027 Residential Building Stock Assessment (RBSA).

The RBSA is a regionally representative assessment of single-family and multi-family residences and buildings across the Northwest. The study documents building characteristics, equipment, and other factors that influence residential energy use.
The 2027 RBSA will collect information on appliances, building envelope, demographics, energy consumption, lighting, HVAC, plug loads, water heating, and windows in single-family homes and multi-family units/buildings. Data will be collected through a recruiting survey, on-site visits, and acquisition of electric and natural gas consumption data. The resulting dataset will be used to support regional resource planning, efficiency program development, and energy usage forecasting throughout the Northwest.
For the 2027 cycle, the RBSA Request for Proposals (RFP) is organized into two Focus Areas, and bidders may respond to one or both:
- Focus Area 1: Study Design & Implementation
- Focus Area 2: Field Data Collection
In addition, bidders responding to either or both focus areas may also choose to respond to an optional Statement of Work (SOW) included in the RFP.
