ENERGY STAR® Clothes Dryers Naturally Occurring Baseline Review

The Northwest Energy Efficiency Alliance (NEEA) engaged Evergreen Economics to review and comment on NEEA’s baseline projection of market penetration in January 2016. Evergreen Economics shared that the percentage of initial market penetration and the rate of growth in the market with and without NEEA involvement were reasonable, while the technically achievable market saturation with NEEA involvement was a potentially conservative estimate. While Department of Energy staff would not share estimates about how long it may take a new clothes dryer standard or voluntary specification to pass without NEEA involvement, the contractor found the estimates of how NEEA’s work would speed these processes reasonable. Overall, this model was reviewed by a third-party and found to be effective and appropriate for understanding how ENERGY STAR^® clothes dryers may be adopted by the marketplace without NEEA involvement.
