Luminaire Level Lighting Controls: 2025 Review of Key Assumptions

The Northwest Energy Efficiency Alliance (NEEA) contracted with Cadmus to conduct a review of key assumptions underlying the savings and cost effectiveness calculations for its Luminaire Level Lighting Controls (LLLC) program. The study focused on evaluating the LLLC program’s estimates of qualified-product market share, using aggregated and anonymized manufacturer sales data and utility incentive data. Additionally, the study sought to identify any recommended updates to the calculations for NEEA’s key assumptions.

Based on the review and secondary research, Cadmus found NEEA’s approach and LLLC market share assumptions to be reasonable and did not recommend changes at this time. Instead, Cadmus recommended that NEEA revisit its estimation approach if new commercial lighting market characterizations become available, if updated Northwest population data show notable increases or decreases that would affect top-down market share estimates, or if a major building energy code change causes a shift in market conditions.
