As part of its Retail Products Portfolio (RPP) program, the Northwest Energy Efficiency Alliance (NEEA) works collaboratively with other energy efficiency stakeholders to affect the advancement of ENERGY STAR specifications for consumer products. In July through October 2020, NEEA contracted with Apex Analytics to conduct an Air Cleaner Specification and Baseline Assessment Review. The objectives of this review were to assess: 1) the influence NEEA and its partners had on the ENERGY STAR V2.0 room air cleaners specification update, and 2) whether that influence supports NEEA’s baseline assumptions for room air cleaners.
Apex Analytics concluded that NEEA and its partners’ involvement accelerated the air cleaners specification update and advanced the stringency of the updated specification. Apex Analytics recommended that NEEA report 100% of above-baseline savings for five years after the specification was implemented and report a share of above-baseline savings after 2025.
Apex Analytics conducted this assessment concurrently with an evaluation of NEEA’s unit energy savings, market size, and baseline assumptions for room air cleaners. The findings from that evaluation can be found here.
