Luminaire Level Lighting Controls: Market Progress Evaluation Report #2

The Northwest Energy Efficiency Alliance (NEEA) contracted with Cadmus to conduct the second Market Progress Evaluation Report (MPER) for the Luminaire Level Lighting Controls (LLLC) Market Transformation program from September 2023 to September 2024. Research objectives included tracking the program’s progress towards its outcomes by measuring market progress indicators.

For the study, Cadmus conducted surveys with lighting installation and design/specification companies, as well as interviews with people that purchased lighting controls. Findings show that the market is changing in line with NEEA’s predictions. In addition, essential building blocks for market growth were maintained through utility program support, the continued inclusion of LLLC in optional code compliance pathways for Washington state and the International Energy Conservation Code (2018), and through the support of the DLC’s maintenance of an LLLC qualified product list. Awareness of LLLC also remained high across market actors, and most manufacturer representatives shared that they had sufficient product available to meet market needs.

Study results indicated progress, with findings showing that companies were more likely to have LLLC trained installers, and designers were much more likely to recommend and include LLLC in their plans. Finally, the MPER identified opportunities to further educate the market on the product installation, set up and programming.
