This Report summarizes the background research funded by the Northwest Energy Efficiency Alliance (the Alliance) in support of the design and development of a Residential New Construction Program for the Pacific NW.1 This innovative program will focus entirely on increasing the use of energy efficient lighting in residential construction, and is an extension of the successful NW Residential Lighting Program.
