The objective of this RFQ is to identify qualified parties (QPs) that have the technical knowledge and experience needed to perform meaningful analyses using data from NEEA’s End-Use Load Research (EULR) project, which consists of the Home Energy Metering Study and the Commercial Energy Metering Study.

Submissions for this RFQ should portray the party’s ability to manipulate large datasets, experience in extracting coherent findings from end-use load data, understanding of energy efficiency programs and technologies, experience determining sound sample design and weighting strategies, and much more (see full list of qualifications in section 4 of the RFQ).

Each Applicant who meets these qualifications as determined by NEEA, in its sole discretion, will be designated as a QP. Along with these qualifications, submissions should include potential ideas for analyses that the submitting party could complete using EULR data. These ideas will be considered by NEEA and its partners for future contracts.

The RFQ’s submission timeline is split into two portions:

• First portion: All parties that complete submissions before October 11, 2026 and designated as QPs will be considered for proposals for an existing list of analyses.

• Second portion: Any submissions that have been received and then designated as QPs between October 12, 2026, and July 16, 2027 will be considered for contracts for analysis ideas provided in a party’s submission during this time.

Bidder questions are due no later than October 9, 2026 for the first portion of the submission deadline.

Bidder questions for the second portion of the submission timeline between October 11, 2026 and July 16, 2027 can be submitted until July 16, 2027. Each question can be submitted separately. Please direct all communications to Ben Spearing.
