This document provides the analysis and results from The Bonneville Power Administration’s (BPA’s) assessment of the Second Residential Building Stock Assessment (RBSA II) sampling and weighting approach and presents new weights that can be used with the RBSA II database to calculate regional housing stock characteristics. 

Cadmus staff performed quality control checks on the revised RBSA II deliverables data, tables, reports, and code. The following summarize the process used to confirm accuracy of the RBSA II updated deliverables.

Cadmus used two different techniques to measure fixture flow rates for the RBSA II study: a flow bag and a flow microweir. This memo outlines Cadmus’ proposed method to update UA values and total heat-loss estimates for the RBSA II. These updated methods add several elements for consistency with RBSA I and incorporate Regional Technical Forum standard practices, NREL Efficiency Measure Database and Super Good Cents load calculations, including heat loss through building assembly layers and components.

This data is from the Residential Building Stock Assessment (RBSA) conducted in 2016-17. It includes a representative sample of single-family, Multi-family and manufactured homes gathered across the Northwest region. Whenever possible, data was collected in a similar manner as the 2011 – 2012 assessment to ensure continuity and comparability between the studies.
