Assessment of Regulatory and Legislative Policies Impacting the Adoption of Dual-Fuel Equipment in the Northwest

As a dual-fuel alliance, the Northwest Energy Efficiency Alliance (NEEA) is uniquely positioned to identify solutions that leverage both the natural gas and electric systems to deliver efficient, affordable and reliable energy for Northwest customers. To better understand the policies shaping adoption of dual-fuel technologies, NEEA engaged Potential Energy NW to assess the regulatory and legislative landscape across Idaho, Montana, Oregon and Washington, along with examples from outside the region where dual-fuel programs are more mature.

Completed in May 2026, the report examines existing policy barriers, evolving dual-fuel definitions and enabling frameworks, drawing on secondary research and interviews with utility and regulatory stakeholders. It is intended as a reference for the region in evaluating barriers to large-scale adoption of dual-fuel approaches. The recommendations from this independent analysis do not necessarily reflect the perspectives of NEEA.
