The Northwest Energy Efficiency Alliance (NEEA) contracted with Apex Analytics, LLC to conduct the first Market Diffusion Evaluation report for its Manufactured Homes program, which stopped active market engagement in 2024. The program was designed to increase adoption of manufactured homes built to an above–ENERGY STAR® efficiency level (NEEM+) and, in doing so, to support broader uptake of NEEM 1.1 homes, which are largely equivalent to the ENERGY STAR specification.
This evaluation found that recent gains in manufactured home efficiency were largely dependent on short‑term federal tax credits and are unlikely to persist once those incentives expire. With a delayed federal standard for manufactured homes and without a self-sustaining high-efficiency specification in place, Apex recommends that NEEA maintain its current baseline assumptions through at least 2030, continue reporting savings for the Northwest Energy-Efficient Manufactured Housing Program™ (NEEM 1.1) and encourage regional partners to sustain incentives and market infrastructure that support efficiency. NEEA staff will convene internally to discuss the recommendation and develop a response to the evaluation to be appended to this report later this year.
