The 2025 Commercial Building Stock Assessment (CBSA) is the fifth such study conducted on behalf of the Northwest Energy Efficiency Alliance (NEEA) and its funders since 2003.
This rigorous stock assessment collects, analyzes, and presents data on commercial and multi-family residential building characteristics, installed equipment, and energy consumption across Idaho, Montana, Oregon, and Washington.
The study provides critical data to inform regional energy savings potential, load flexibility and forecasting.
2025 CBSA Key Highlights:
- Commercial and multifamily buildings are becoming more energy efficient, with electricity use intensity (EUI) declining across most building types.
- LED lighting adoption continues to grow, increasing from 37% of lighting fixtures in 2019 to 66% in 2025, helping reduce overall lighting energy use.
- Heat pump adoption has more than doubled, rising from 18% of buildings in 2019 to 37% in 2025.
- Building controls remain an opportunity for energy savings, with 61% of buildings still using manual thermostats.
- Computer infrastructure is becoming a more significant energy load, with nearly one-third of buildings reporting dedicated server rooms or server spaces.
