This memo documents BrightLine Group’s analysis of the Northwest Energy Efficiency Council (NEEC) Building Operator Certification (BOC) program dataset as of January 2020. The primary goal of this analysis was to describe the 2019 new BOC certificants and update the count of active BOC certificants in Idaho, Montana, Oregon, and Washington, as of January 13, 2020. For 2019, a total of 98 new certificates were recorded. This brings the number of total active certificates – or certificates for which NEEA counts savings in its annual reporting – to 1,539.
