This memo documents BrightLine Group’s analysis of the Northwest Energy Efficiency Council (NEEC) Building Operator Certification (BOC) program dataset as of January 2021. The primary goal of this analysis was to describe the 2020 new BOC certificants and update the count of active BOC certificants in Idaho, Montana, Oregon, and Washington, as of January 13, 2021. For 2020, a total of 102 new certificates were recorded. This brings the number of total active certificates – or certificates for which NEEA uses to track market adoption and estimate energy savings in its annual reporting – to 1,489.
