The Northwest Energy Efficiency Alliance (NEEA) engaged Navigant Consulting, Inc. (Navigant) and its project partner, the Rocky Mountain Institute (RMI), to conduct a Process Review of NEEA’s Existing Building Renewal (EBR) Initiative Demonstration Projects. The EBR initiative aims to address the barriers and opportunities for the commercial office building market in the Northwest to conduct whole-building deep energy retrofits (DER) of existing assets, rapidly revamping existing stock to achieve a minimum energy savings of thirty-five percent, but targeting fifty percent or more.
