The Northwest Energy Efficiency Alliance (NEEA) contracted with Cadmus to conduct a study of residential energy code compliance in Oregon. This effort to measure compliance has its roots in the 2009 American Recovery and Reinvestment Act (ARRA); funding to states was contingent upon a commitment to adopt the latest model energy codes, as of 2009, and to develop a plan—including active training and enforcement provisions—to achieve ninety percent compliance with target codes by 2017.
