This report presents the results of the baseline market research that was conducted for the Northwest Energy Efficiency Alliance (Alliance) for the purpose of supporting the evaluation of the Performance Tested Comfort Systems (PTCS) Venture. The purpose of this study is to develop baseline data on consumers and contractors in the Pacific Northwest Region on issues pertaining to HVAC, duct, and weatherization services.
