2019 Manufactured Homes Program Assessment

Energy 350 conducted a to-date assessment of the Northwest Energy Efficiency Alliance’s (NEEA) Manufactured Homes program. Initiated in 2016, the program was designed to build on earlier regional efforts in the manufactured homes sector. The focus of the assessment was to review the program’s market transformation theory, structure and effectiveness to-date.

Energy 350 found no significant issues with program theory or structure. They reported that sales of the program’s homes have not been as high as were initially forecasted, but they also noted that the program is currently gaining momentum and market awareness. Energy 350 indicated that increased sales could occur with targeted support and a few key additional strategic market interventions.
